Competitive Sealed Proposals for Downtown Redevelopment Infrastructure, Phase 1A (Barron's Branch District)

Hunt Waco Downtown Development Partners, LLC (Developer), as Master Developer for the Waco Downtown Redevelopment Project is seeking qualified partners to submit a competitive sealed proposal (CSP) for the improvements on the project site known as the Barron’s Branch District and adjacent streets and rights of way.

Barron's Branch Park Design-Build Package

Under the Master Developer, Hunt Real Estate, Rogers-O’Brien Construction is serving as the construction partner for the Barron’s Branch Park Design-Build Package. If your company is interested in bidding work as a subcontractor or trade partner, Rogers-O’Brien requires all firms to complete their pre-qualification and bidding registration process before receiving invitations to bid.

Past Opportunities

Ballpark District

On September 19, 2025, the City of Waco and Hunt Real Estate issued the Ballpark District Developer Request for Proposals. Final proposals were submitted on April 20, 2026 and are currently under review.

The RFP invited development teams to submit proposals for the design, construction, financing, and operation of a Downtown Sports and Entertainment District centered around a proposed 4,500–6,000 seat multi-purpose sports venue and approximately one million square feet of mixed-use development to be delivered in phases over the next 10 to 15 years.

Barron's Branch District Parcels

On February 5, 2026, the City of Waco and Hunt Real Estate issued the Barron's Branch District Developer Request for Proposals. Final proposals were submitted on April 2, 2026. Hunt, as Master Developer, solicited proposals for eight development parcels totaling about 8.5 acres surrounding the new Barron’s Branch Park. The vision for the district includes for up to one million square feet of transformational mixed-use development, including retail, multifamily housing, office, and structured parking, designed to complement the civic amenities and activate the district year-round.

On May 4, 2026, Waco City Council approved staff recommendations to begin negotiations with Propertize Ventures, LLC, Corridor Concepts, LLC, and Gregg Glime, Marshall Stewman, and Dillon Meek Partners for the first five private development sites in Barron's Branch. 

Development agreements are anticipated to return to City Council for consideration in summer 2026 with additional RFP opportunities for the remaining three parcels expected in early 2027.
